The Outstanding Balance quest in ARC Raiders sends you on a two-stop errand across Blue Gate for Tian Wen, the gun-shop owner back in Speranza. She had a deal lined up for a Bastion Cell with someone called Dodger, but they went quiet. Your job is to track down their stash and figure out what happened. The catch: both objectives must be completed in a single round, and you need to extract alive to make any of it count.
What you need to know before dropping in
Before you load into Blue Gate, there are a couple of things worth sorting out. First, bring an augment with a safe pocket. Once you pick up Dodger's Note at the second location, losing it on death means starting the whole quest over from scratch. A safe pocket means the note survives even if you don't.
Second, both locations sit in heavily patrolled areas. The Traffic Tunnel is home to a Bastion, Shredders, Pops, Fireballs, and flying enemies. Pilgrim's Peak is no quieter. Go in armed and with enough ammo to fight your way through if things go sideways.

All three objectives must be completed in one round. If you die or extract early before finishing, the quest resets and you start again from the beginning.

How to find Dodger's Stash in the Traffic Tunnel
The Traffic Tunnel sits in the middle of Blue Gate, accessible through the main Checkpoint gates or several side entrances. Once you're inside, you want the far back of the tunnel, in the upper-right section.
Stay left once inside and follow the main road northwest until you hit the back wall. The same destination as the northernmost tip of the tunnel, on the road that veers left from the roundabout at the main entrance. Look for a metal trolley stacked with cardboard boxes on the right side, against some orange crates. There's an interact prompt here to search Dodger's Cache.
Here's the thing: the stash isn't actually here. A small explosion triggers after you interact with it (it won't hurt you), and Tian Wen radios in to redirect you north to Pilgrim's Peak. Interacting with this spot is still a required step, so don't skip it.

Clear the immediate area of ARC enemies before interacting with the cache. You don't want to be mid-animation when a Shredder rolls in.

How to find Dodger's deal spot at Pilgrim's Peak
Pilgrim's Peak is the large antenna structure in the northeast section of Blue Gate. Head to the back of the building and look for a zipline that takes you up. You don't want the top floor though. You need to drop through a hole in the floor to reach the level with orange walls and power generators. IGN's guide describes the same floor as the middle section of the antenna.
Once you're on that level, head to the right side of the room. Between two of the orange generators, you'll find a small yellow bag on the ground. Interact with it to get Dodger's Note, then interact with the note again to add it to your inventory.
If you have a safe pocket augment, drop the note in there immediately. If you don't, your extraction route matters. The Prefab Hatch can be used with a raider hatch key, while the nearest standard extraction point is the Warehouse Airshaft to the south.

Picking up Dodger's Note and then dying without a safe pocket means losing the item entirely. The quest will not complete without it in your inventory at extraction.
Delivering Dodger's Note to Tian Wen
Once you extract with Dodger's Note, head back to Speranza and speak with Tian Wen. She'll accept the note even though it's not the Bastion Cell she originally wanted. The quest wraps up here, but she'll immediately have a follow-up ready: bringing her an actual Bastion Cell.
As noted by IGN, completing Outstanding Balance rewards you with a Gothic Graffiti (Aviator Color) outfit color variant, an Extended Medium Mag III, and a Silencer II.
Fastest route for completing Outstanding Balance
If you want to run this efficiently without getting bogged down in fights:
- Drop into Blue Gate and head directly to the Traffic Tunnel via the main Checkpoint entrance
- Hug the left wall and push northwest to the back of the tunnel
- Interact with Dodger's Cache, then immediately leave north
- Circle to the back of the Pilgrim's Peak antenna and ride the zipline up
- Drop through the floor hole to the generator level, then grab the yellow bag on the right
- Stash the note in your safe pocket and extract via the nearest available point
- Return to Tian Wen
The whole run is manageable in a single session if you avoid unnecessary fights. The Traffic Tunnel is the more dangerous of the two stops given the Bastion patrol, so consider timing your approach when it's moving away from your path.
