How do you spawn the Headless Rider Anomaly?
This boss does not appear on demand. Two conditions must be met simultaneously: you need to be at the right spot on the map, and the in-game clock must read exactly 8:10 PM.
The spawn point sits on Coastal Highway Z42, south of Hankaku Street, just before the intersection with Fox Window Street. Pull up your phone in-game, open the Time System option, and manually set the time to 8:10 PM. Once you have the clock set, get into your car and drive toward that marked area on the highway.
As soon as you reach the location at the correct time, the Headless Rider Anomaly spawns and immediately kicks off a chase sequence. Follow the chase until you pass through a blue portal, which transitions you into the actual boss fight arena.
Set the time before you get in your car. Trying to adjust it mid-drive wastes time and you may overshoot the spawn point.
