David's quest in REPLACED sounds simple enough: get the Binoculars so he can take you into the Wall. The catch is that nothing in REPLACED is clearly labeled, Susan has the Binoculars and she's not giving them up without a fight, and said fight involves a darkly comedic arcade game about organ harvesting. Here's every step you need to complete this quest without wandering around the Station for 20 minutes.
Where do you find Susan and the Binoculars?
After David tells you the Binoculars are with a girl at the arcade, your first job is actually finding the arcade. Head to the main building with Western Station written above its entrance. Once inside, go left and take the stairs down. Keep moving left from there and you'll walk straight into the arcade. Susan is sitting on top of a pile of broken arcade machines to the right of the entrance.
Speak to her and she'll ask for a Rectifier before she'll deal with you at all.
How do you get the Rectifier for Susan?
Exit the Station Hall and head left. Go under the bridge and keep moving until you pass an encampment. The old ticket machine is just past it. Interact with it and Reach will admit he has no idea what a Rectifier actually looks like, so he grabs everything from the machine and brings it all back to Susan.
Return to the arcade and hand over the parts. Susan uses them to fix her machines. Once she's done, talk to her again and select the "Binoculars" option. That's when the real condition comes out: beat her high score in Donor Rush.

How do you beat Susan's high score in Donor Rush?
Donor Rush is a minigame built into the arcade. You use the arrow keys to drive a car through city streets, picking up people in whatever direction the arrow points. Once you've collected enough passengers, drive them to the hospital. Then comes the organ transplant section: move an organ from one body to another without crossing the boundary lines. Think of it as the old board game Operator in pixelated form.
The timer starts at 100 seconds, but picking up donors and completing transplants each add a few seconds back. Failing a transplant costs you time but doesn't end the run.
Once you post a new high score, head back to Susan. She takes the loss well and rewards you with an Immune Modulator, an item that makes using Med-Stims noticeably faster. Select the "Binoculars" option one final time and she hands them over.

Don't forget to speak to Susan after setting the high score. The Binoculars won't appear in your inventory automatically; you have to return to her and claim them through dialogue.
What do you do with the Binoculars after getting them?
Take the Binoculars back to David. He's not at your original meeting point anymore. From where you first spoke to him near the train station, go up the stairs to the right. You'll find him standing by a giant telescope. Hand over the Binoculars and he'll install their lens into the generator, moving the quest forward and getting you one step closer to entering the Wall.
