The Phoenix Hunter is one of the most elaborate Hunter encounters in Tom Clancy's The Division 2, and his mask doesn't drop from a simple ambush. You're looking at a five-clue puzzle spread across Brooklyn, each one requiring you to interact with the environment in ways that aren't immediately obvious. Before you start, two things need to be true: you own the Battle for Brooklyn expansion, and you've already collected the eight Hunter masks previously available in Brooklyn. Skip either requirement and you won't get far.
What are the prerequisites for the Phoenix Hunter mask?
Two hard requirements stand between you and this mask. First, the Battle for Brooklyn DLC must be active on your account since every clue location sits behind that expansion's content. Second, you need all eight prior Brooklyn Hunter masks already in your collection. There's no workaround for either condition, so make sure both boxes are checked before spending time on the puzzle.
If you trigger any clue step before meeting both prerequisites, the puzzle elements won't respond correctly. Confirm your mask count at the White House before heading out.

All eight masks required first
Clue 1: Warehouse Control Point rooftop in Dumbo
Head to the Warehouse Control Point in the Dumbo district and get under the Manhattan Bridge. The building directly opposite the control point is where the Necronos Hunter fight happens. Enter it and climb to the roof. At the top of the stairs you'll find a fire burning. Interact with it to collect the first clue.
This one is the most straightforward of the five, so treat it as a warm-up before things get more complicated.
Clue 2: The 192 building near the Tracker Hunter
This clue involves a two-valve puzzle and is the most confusing step for most players. Locate the building with "192" written above its door, near the Tracker Hunter spawn point. Walk through the front entrance and you'll immediately trigger a tripwire mine that ignites the room to your right. You can't put it out from inside, so back out.
From the main entrance, go straight and then turn left to reach the building's opposite exit, which also has "192" above the doorway. Look across to the red scaffolding on the facing building, climb it, and go through the window at the top. Turn the first valve inside, then climb back down the scaffold. An open manhole at ground level leads underground. Descend and turn the second valve. With both valves active, the fire in the 192 room extinguishes. Go back inside and collect clue two.

If the fire doesn't go out after the second valve, check that you fully activated the first one. Partial interactions don't register.
Clue 3: Sewer puzzle under the Manhattan Bridge
This clue is at the Redtail Hunter location, also under the Manhattan Bridge. Climb the fence nearby and drop down the manhole. Inside the sewers, a tripwire sets fire to three separate spots. Shoot the pipes at each burning location to kill the flames.
With the fires out, look for two sealed doorways. Each one has a yellow fuse box on the wall next to it. Shoot both fuse boxes to activate UV lights in those areas. Move to the center of the sewer section and find a wall covered in Greek writing. A third fuse box sits here. Shoot it to turn on the final UV light and collect the third clue.
Clue 4: Spell PHOENIX on the building opposite the Police Station
This is the most visually striking step. Go to the large building directly across from the Police Station and look up at the exterior. Letters are scattered across the facade. You need to shoot them in the correct sequence to spell out "PHOENIX" (P-H-O-E-N-I-X).
Shooting any letter twice resets the entire sequence. Take your time, confirm each letter before firing, and work methodically left to right rather than scanning randomly.
Once the correct sequence lands, you'll hear music playing from the courtyard below. That audio cue confirms the fourth clue is registered.
Clue 5: Glass house generator near the northwest bridge
The final clue sits in the northwest section of the Brooklyn map, near the smaller bridge in that area. Stick to the right side of the path and you'll spot a glass house. Outside it is a blue generator. Interact with the generator to disable the fire turret protecting the area. That interaction locks in the fifth and final clue.
How to find and defeat the Phoenix Hunter
With all five clues collected, a location gets marked on your map. Head there and look for a door with "Keep Out" written on the outside. Go through it, navigate the interior, and the Phoenix Hunter will spawn. Defeat him in combat and the mask drops.
The Phoenix Hunter fight follows the same general pattern as other Hunter encounters in the game: he hits hard, uses evasive movement, and punishes players who stand still.
