Miis who are strangers cannot develop romantic feelings. Drag and drop one Mii close to the other to initiate an interaction. Do this repeatedly to build their relationship from strangers to acquaintances to friends.

Step 2: Build the friendship

The stronger the bond, the better the chances of a crush developing. Keep having the two Miis spend time together. There's no friendship meter you can directly read, but consistent interactions move things in the right direction.

A useful shortcut: if one Mii is stuck, having another Mii help them out can occasionally trigger one-sided feelings. This is classified as Unrequited Love in the game, and it has a chance to develop into a full romance if the other Mii eventually reciprocates.

Step 3: Watch for the crush cutscene

Once enough interaction has happened, one Mii may randomly develop a crush.
