How do you unlock the Simple Fishing Rod in Windrose?

The recipe does not appear from the start. According to both Destructoid and Nerd's Chalk, the unlock is tied directly to biome progression: reach the second biome and gather the required Hardwood, and the recipe unlocks automatically. No blueprint hunting, no vendor purchase. The game rewards you for exploring naturally.
