Pearl Abyss built a lot of systems into Crimson Desert without explaining them particularly well, and the Howling Hill camp expansion in the Bustling Hill quest is one of the better examples of that. Players hit Chapter 3, get told to dispatch the expansion, and then spend ten minutes clicking around the map wondering what they're supposed to be doing.

What the game forgets to tell you
The core issue is that Crimson Desert has a map inspection mechanic that most players never consciously discover. You can hover over locations on the world map and double-click to inspect them, which pulls up a mission list tied to that area. On a controller, pressing Y does the same thing. The game introduces this system so quietly that reaching the Bustling Hill quest in Chapter 3 is often the first moment players realize it exists at all.
What most players miss is that this isn't just a one-time trick for this quest. The dispatch system is how your Greymane Freeswords generate camp resources and camp funds throughout the entire game. Getting familiar with it here pays off significantly later.
The resources you need before anything else
Before the dispatch option even becomes available, you need two things in your camp stockpile:
- 100 camp food
- 250 camp funds
You can check your current totals in the top-right corner of the screen while standing inside camp. These amounts are genuinely small, but if you haven't donated anything to Carl yet or skipped earlier dispatch missions, you might fall short. Speaking to Carl and donating a handful of coins plus a few food items gets you there fast.
Don't overlook Carl entirely after this quest. He's the quickest way to top up your camp resources when you're running low before a big expansion project.
Dispatching the expansion, step by step
Once your resources are sorted, the process itself takes under a minute:
- Open the world map
- Move your cursor to Howling Hill and double-click to inspect it (or press Y on controller)
- Navigate to the Missions tab in the inspection panel
- Select Howling Hill Camp Expansion
- Assign your Freeswords and confirm the dispatch
The expansion doesn't complete instantly. Passing 12 in-game hours is the fastest way to see it through, either by using the pass time option or just heading off to handle other quests in the meantime.

Why the dispatch system keeps mattering
The key here is understanding that this quest is really an introduction to a mechanic you'll rely on for the rest of the game. Later in the Greymane questline, Howling Hill gets further expansion options including a ranch, a farm, and additional territory. All of them run through the same dispatch process.
You'll also eventually unlock Ross, a dedicated dispatch coordinator based at camp, who lets you send Freeswords on missions without opening the map. The map method still works even after Ross shows up, which is useful when you're out in the field and don't want to ride back to camp just to queue up a mission.
Camp funds generated through dispatches also feed into bigger projects down the line, including getting a wagon for trade runs. The whole economy of your camp runs on keeping your Freeswords busy.
