Why South Korea Keeps Leaking Unannounced Video Games

Every few months, the gaming world wakes up to a surprise leak from an unexpected source: South Korea's official game ratings body. Persona 4 Revival, a Black Ops 1 and 2 remaster, Lego Skylines, Sonic Frontiers Definitive Edition. All of these surfaced through the same pipeline before any official announcement. And the reason it keeps happening isn't a security failure or a rogue employee. It's the law.

The legal mechanism behind every leak

South Korea's Game Rating and Administration Committee (GRAC) operates under the Act on the Promotion of the Game Industry. Specifically, Article 24 of that act requires the committee to publish its rating decisions in an official electronic gazette. The GRAC has confirmed this directly, stating that publication is "a legitimate procedure in accordance with Article 24 of the current Act on the Promotion of the Game Industry."

Here's the thing: that obligation to publish doesn't come with any clause about whether the game has been publicly announced. The moment a developer submits a game for rating classification in South Korea, the clock starts ticking. Once the GRAC renders a decision, it goes public. No exceptions.

The intent behind the broader Act is straightforward enough: promote growth in the gaming industry, establish a healthy game culture, and contribute to the national economy. Article 24 specifically handles the transparency of rating decisions. What nobody apparently accounted for was the era of global simultaneous announcements, where a rating submission in Seoul can spoil a reveal planned for a stage in Los Angeles.

What's actually been spoiled

The past twelve months alone have been a case study in how much damage this can do to a marketing calendar. Persona 4 Revival getting surfaced through the GRAC was arguably the highest-profile example, given how much anticipation surrounded any new Persona title. The Black Ops 1 and 2 remaster leak landed right before Summer Game Fest, where the game was presumably set to get a proper reveal. Same story with several other titles that showed up in Korean ratings filings before studios were ready to talk about them.

Some of those games still haven't been officially announced as of Summer Game Fest 2026. That opens up two possibilities: the titles weren't ready for a public reveal yet, or they're being held back for a shadow drop. Either way, the element of surprise is already gone for anyone paying attention to GRAC filings.

The ESRB in North America also occasionally leaks upcoming games through public filings, but those typically signal an imminent release rather than a distant reveal. The GRAC situation is different because submissions can come in much earlier in a game's development cycle.

Why there's no obvious fix

Changing this would require amending South Korean legislation, which isn't a fast or simple process for any government. The GRAC isn't doing anything wrong. Developers submitting games for rating aren't doing anything wrong either. The system is functioning exactly as designed. The problem is that the design predates the modern era of coordinated global game reveals.

One theoretical workaround would be for publishers to delay South Korean rating submissions until closer to a game's official announcement window. That's easier said than done when you're managing release logistics across multiple regions simultaneously, and South Korean certification timelines aren't always predictable.

For players who follow the games industry closely, GRAC filings have become almost as reliable a source as an official press release. If a game shows up in that database with a rating, it's real. That's a very different level of credibility than a 4chan rumor or a social media screenshot from an account with three followers.
