Head to the far northwest of the map, into the Crimson Desert region. Find the crossing just south of the letter 'A' in Tashkalp on your map. There's a child at that crossing. Give them a copper coin to trigger The Witch of Strength questline.
Follow the questline through to the point where you've spoken with the Witch. After that conversation, you'll need to travel to an island located between Demeniss and Delesyia, just south of the Demeniss port. This is where the Sanctum of Revelation sits.
Clear the Sanctum of Revelation by defeating Antumbra's Spear and completing the puzzle inside. Once both objectives are done, the Kuku Rishi's Boots blueprint is automatically added to your crafting recipes. According to TheGamer's guide, this is the only way to unlock it.
