Miami Beach has officially approved negotiations with Rockstar Games for a marketing campaign tied to Grand Theft Auto 6, and the deal could bring up to $4 million in benefits to the city before the game even launches.

A 4-3 vote and a lot of pushback

The approval was not clean. Miami Beach commissioners voted 4-3 in favor of entering negotiations, with dissenting voices citing the game's depictions of gun violence, drugs, and criminal activity. The margin tells you everything about how contentious the discussion was.

Commissioner Tanya Katzoff Bhatt made the case plainly: "This is coming to Miami Beach with or without us, and to pretend that it isn't is a missed opportunity." Her argument carried the vote. The city is now positioned to negotiate terms rather than watch the campaign roll out around them with no financial stake.

The financial picture is straightforward. Rockstar Games is expected to pay $3 million, though the city intends to push for more during negotiations. Bhatt noted the final figure could land "closer to $4 million," and specifically pointed to the Flamingo football field renovation project as something that money could fund directly.

How the campaign would actually look

Here's the thing most people glossed over: the advertising would be deliberately low-key. The campaign would not plaster "Grand Theft Auto" across Miami Beach. Instead, branding would appear on beach chairs and umbrellas, referencing Vice City or the roman numerals VI rather than the full game title.

That framing was almost certainly part of what got the vote across the line. Commissioners who were uncomfortable with the game's content could point to the discreet presentation as a reason to approve. Whether that distinction actually matters to residents is another question.

If negotiations conclude successfully, the campaign runs from October 15 through the end of the year, which aligns neatly with the game's November 19 release date.

Why Rockstar wants this specific location

GTA 6 is set in the fictional state of Leonida, Rockstar's version of Florida, with Vice City serving as its Miami analog. The real-world geography makes Miami Beach an obvious marketing target. Placing the game's branding in the actual city that inspired its setting is a smart move, and Rockstar clearly planned for this kind of regional campaign well ahead of launch.

The Miami Sheriff's office had already rejected a separate GTA 6 marketing proposal earlier this month, which makes the Miami Beach approval a meaningful win for Rockstar's regional strategy. Not every local government is on board, but enough are.
