Alterac Mountains in World of Warcraft: Forever is a level 30 to 40 quest zone with no flight path, worked from Southshore for Alliance and Tarren Mill for Horde. Classic Alterac quests run from 32 to 43, with most turn-ins at 34 to 40. Alterac Mountains leveling in WoW Forever starts a little earlier because City of Dalaran sits at 28 to 33 and pays best in that window, before its loot is outleveled. Arriving at 35 means you skipped the new content and walked straight into elite ogres.

Every WoW Forever Alterac quests hub sits outside the zone. Southshore and Tarren Mill hand out almost everything, and a few chains start in capitals, so pick them up before you leave town.

Rogues come for Ravenholdt. The Manor, Ravenholdt brings you to Fahrad, then Syndicate Emblems trades Syndicate Emblem to the Ravenholdt Guard until the end of Neutral. WoW Forever Ravenholdt reputation after that runs through Junkboxes Needed, a level 50-plus repeatable, and Lord Jorach Ravenholdt watches all of it without helping.
The WoW Forever City of Dalaran dungeon is the reason this zone matters again. Blizzard lists it at levels 28 to 33: the Kirin Tor barrier is down, enchantments are backfiring, constructs are loose, and demonic energy is leaking in. Early coverage mentions the Underbelly as part of the route, and unique dungeon boss items in Forever are rare quality, which beats almost anything the zone quests hand out.
Everything Classic sends you to the Dalaran dome for, including Stone Tokens, Bracers of Binding, Prison Break In, Dalaran Patrols and Ansirem's Key, was built around a sealed city. In Forever the barrier is down, so expect those quests to be moved, rewritten, or replaced. Check the quest givers in Tarren Mill and Southshore before you walk to the west edge of the map, because nobody on the beta has reached this bracket yet.
The boss list, entrance, dungeon quests, and loot table are not confirmed yet. Anything you read with exact boss names this early is a guess wearing a guide costume. Keep in mind that Forever re-examined every dungeon drop and adds hundreds of new ones, so quest greens from 2004 may lose to a single City of Dalaran blue. Take the XP, vendor the nostalgia.

Alterac was the human kingdom whose ruler, Aiden Perenolde, sold out the Alliance during the Second War. His noble survivors became the Syndicate, the ogres of the Crushridge clan took the capital, and a Perenolde lord still dies at your hands in Dandred's Fold. Taretha's Gift ties the zone to Taretha Foxton and Thrall's escape from Durnholde.
Forever is set in the first year after Warcraft III, before Molten Core, in its own continuity. That is why Dalaran is still sitting in these mountains instead of floating over Northrend, and why its barrier failing is a dungeon instead of a footnote.
