Short version: come to the Burning Steppes in WoW Forever at level 51 or 52, leave at 55. Alliance works out of Morgan's Vigil, Horde out of Flame Crest, and both factions share the goblin quests. The zone is a thin quest hub glued to Blackrock Mountain, so questing here is a warm-up for dungeons, not a replacement for them.
This guide keeps the old skeleton on purpose. The original chains, hub order, and skips are still the fastest line through Burning Steppes, and Forever systems sit on top of them instead of replacing them. One honest footnote: the Forever beta is capped at level 30, so nobody has walked this zone on the Forever client yet, and the data below is the original 1.x zone that Forever builds on.

Quests here require level 48 to 52 and are tuned for 52 to 56. Arriving earlier means orange quests, elite patrols, and a repair bill that tells your whole story. Leaving later means grinding grey ogres for pity experience.

Any sane WoW Forever leveling plan treats this zone as one visit of three to five hours, not a home. Anything still in your log at 56 belongs to a dungeon group or to the trash.
Alliance walks north out of Redridge Mountains along the road from Lakeshire and arrives in the southeast near Morgan's Vigil. Horde enters from the Searing Gorge side, straight through Blackrock Mountain, and exits into the northwest of the Steppes. Both routes are contested ground, and on the PvP gameplay style the mountain exit is where level 60 players go to feel tall.

Flight paths here are simple. Borgus Stoutarm at Morgan's Vigil connects to Stormwind and Thorium Point, while Vahgruk at Flame Crest connects to Kargath, Stonard, and Thorium Point. Grab your own flight point on the first visit, because every return trip without it is a walk through Blackrock Mountain.
Three hubs run the zone, and two of them start outside it. Bring the breadcrumbs with you instead of discovering them on the way out.

Horde must visit Kargath first for Dreadmaul Rock and The Rise of the Machines, otherwise half the Horde content is simply invisible. Anyone who finished the Searing Gorge chain that ends in Trinkets... should keep the Black Dragonflight Molt from that chest, because Cyrus wants it. A goblin in Tanaris hands out the Yuka Screwspigot breadcrumb, which is worth a free handful of experience if you already carry it.
Every Alliance leveling route in this bracket starts with a flight point and a mad dwarf. Oralius runs the ogre war, Helendis Riverhorn starts the longest attunement in the game, and Marshal Maxwell collects both.
FIFTY! YEP! asks for 50 Blackrock Medallions and pays 500 experience and 85 silver. Oralius calls himself the only sane one in the camp; accepting this quest disproves the claim for you as well.
A Horde pass through the Steppes is shorter and more scattered, because the Horde quest givers stayed home in the Badlands. Pick up both Kargath quests before crossing the mountain, then use Flame Crest as your field office.
Thal'trak does not want the ring back. He cries, you get paid, and nobody asks how many ogres died for a piece of jewellery.
The goblins at Flame Crest serve anyone with gold and a pulse. Broodling Essence hands you the Draco-Incarcinatrix 900: zap a Black Broodling, kill it, loot the essence, repeat eight times. It pays reputation with all four goblin towns, which Forever players chasing Legacy reputation milestones should notice.

The zone throws elites at you early and pays them late. Judge each one by whether a group is already standing in front of you.

The WoW Forever Onyxia attunement begins with Dragonkin Menace and runs through Lakeshire, Stormwind, Blackrock Depths, and Upper Blackrock Spire. Onyxia's Lair only returns in Forever on December 9, 2026, so there is time, but the early letter steps are pure travel and cost nothing to do now.
Open world rewards here are mostly coin and experience. The gear sits at the end of the dungeon steps, which is the zone's way of telling you where to go next.

Three rares matter, and one of them will kill you. Rares here run on long respawn timers, so kill them when you see them and never camp them on purpose.
For rare spawns the rule is short: loot is random world drops, experience is average, and the corpse run from the Morgan's Vigil graveyard is long. The best steady farm is Dreadmaul Rock for runecloth, followed by the dragon camps in the east for leather.
Warlocks get extra business at the Altar of Storms, where Mor'zul Bloodbringer starts the Dreadsteed chain at level 60. Everyone else can ignore that corner and its demons.
The leveling route from 55 splits by taste. Quest players go north to the Plaguelands or west to Winterspring, while dungeon players stay in Blackrock Mountain until they stop needing experience.

For the 50–60 bracket, the Steppes rank as a short stop between longer zones. Take the flight points, finish the ogres, pocket the dungeon quests, and leave before the lava starts to look friendly.
This valley was once part of the Redridge range, the land of the Morgan family whose name survives in Morgan's Vigil. Some 200 years before the Dark Portal, the Dark Iron sorcerer Thaurissan summoned Ragnaros during the War of the Three Hammers, and the result was Blackrock Mountain and a permanent sunburn for the whole region.
Today the Blackrock orcs hold the mountain's slopes, the black dragonflight pulls their strings, and Firegut ogres guard the ore. The True Masters chain exists because someone in Stormwind is very keen that nobody investigates that last part.
The Burning Steppes experience in Forever is the original map with a new coat of lighting. Forever adds optional transmog, camping buffs, and account-wide Legacy points for exploration, reputation, and dungeons, but the ogres are still ogres and Oralius is still talking to Captain Winky.
