How to get Davy's Rose
Here's the short answer: board the Flying Dutchman ship as it flies over Caustic Hallow and spend 5,000 Treats at the Dutchman Merchant's shop. That's the whole quest. No fishing conditions, no weather windows, no NPC chains.
The only real obstacle is getting on board. Use a Glider or Gravity Coil to reach the ship's deck from any elevated ledge or high terrain on the island. Once you're up there, interact with the merchant and the Rose is yours immediately.

How to get Ethereal Rose
This is the grind-heavy one. The Ethereal Rose is the reward at the end of the Doomsekkar Rod Quest, which starts by talking to the Doomsekkar NPC at GPS (-14988, 146, -9663). Three objectives stand between you and the Rose.
