Most players sprint past Mistfall Harbor chasing Breathing trainers and demon horns, then wonder why their crafting inventory is empty. Done right, fishing pads your materials stockpile with Mythical Ores, Metal Scraps, and Silk Threads while you wait for the next combat gate to open. Done wrong, it costs you 3,500 Wen and an evening of confusion. Fishing is locked behind a level requirement and a short permit quest. You need to be at least level 45 before any of this becomes available, so if you are still grinding early zones, put the rod down and focus on combat progression first.
Once you hit level 45, head to Mistfall Harbor and find Dock Master Sofen, who stands in the central part of the docks. He will explain that you need a Fishing Permit before you can purchase any rod or cast a line. The permit papers are not hidden behind a long quest chain. They are sitting on top of some wooden crates near a building on the opposite side of the docks from Sofen. Grab them and bring them back to him to complete the unlock.
There are three fishing rods in Slayers 2: Basic, Rare, and Legendary. Each one sits behind a different unlock condition, and the jump from Basic to Legendary is a proper quest chain rather than a simple shop purchase.

The Rare Fishing Rod costs $10,000 from Fisherman Jeso, but the price is not the real gate. You need to catch 5 Golden Fish with your Basic Rod before the purchase unlocks. The effort is worth it. The Rare Rod comes with a meaningful stat package:

The Legendary Fishing Rod is the best in the game and requires the most work to unlock. The chain starts by speaking with Dock Master Sofen again. He will hint at a specific fishing spot where you can find the Drowned Lure, an item you need to progress the quest.
That spot is a small ledge opposite the water vent, a few meters from the dock. Stand there and fish without any bait equipped, using your Basic Rod. The Drowned Lure typically drops around your 5th or 6th successful catch.
Once you have the Drowned Lure, find the Ghost Fisherman NPC who spawns under the red bridge across from that same ledge. He asks for x2 Crustadon and x2 Krahuon-type fish, both Legendary-tier catches. Equip your Rare Rod with the Shark Head bait and fish from the same ledge to catch them efficiently.
After handing over both fish, the Ghost Fisherman reveals the final fishing location: right outside the Butterfly Estate, next to a tree with a small waterfall. Equip the Drowned Lure on your Rare Rod and keep fishing there until the Legendary Rod drops. Its stats:

The Catch Tier being Items is the key detail. The Legendary Rod prioritizes material drops over fish, which means consistent pulls of Mythical Ores, Metal Scraps, and Silk Threads rather than sellable fish. That is what makes it the endgame farming tool.
Unlocking the Legendary Fishing Rod automatically grants you the Legendary Fisherman Title. Equipping it adds passive bonuses that stack on top of your rod stats:

Refinement only improves your rod's Luck stat. Bite Speed and other attributes are unaffected. That makes refinement a targeted investment for players who want to push rare catch rates higher without changing rods.
