Perks have always been the backbone of Call of Duty loadout building, and Call of Duty: Modern Warfare 4 keeps that tradition going with 18 options spread across three slots. Every perk you equip comes from a different slot, so you're always choosing one from Slot 1, one from Slot 2, and one from Slot 3. That structure limits certain combinations, but it also means the decision-making stays sharp. Here's every perk in the game, what it does, and the level you need to reach before it's yours.

How does the perk system work in Modern Warfare 4?

The Create-A-Class menu opens at level 4, which is also when your first six perks become available. Two perks drop per slot at that initial unlock, giving you a functional starting kit right away. From there, new perks unlock at regular intervals as you level up, with the final one, Kill Chain, arriving at level 48.

Each loadout carries exactly three perks, one per slot. You can't stack two Slot 1 perks or double up anywhere else. That restriction is standard Call of Duty, and it pushes you toward builds that cover different bases rather than doubling down on one playstyle.

Ghost blocks UAV detection

What are the best perks in each slot?

Slot 1

Ghost is the obvious standout at level 24. Staying off UAVs, portable radars, and heartbeat sensors is as valuable now as it's ever been in Call of Duty. The tradeoff is that you're waiting until level 24 to access it, so early-game loadouts need to lean on something else.

Quick Fix fills that gap well. Health regen triggering on kills and objective captures suits aggressive players who are constantly in the fight. High Alert at level 8 is a solid middle-ground option, especially on larger maps where getting flanked is a regular problem.

Kill Chain at level 48 is the last unlock in the entire perk list. Earning half streak points from Killstreak kills means you can chain streaks together more efficiently, but it only pays off if you're consistently reaching streaks in the first place.

Slot 2

Fast Hands at level 20 is one of the most universally useful perks in the game. Faster reloads, faster equipment use, and faster weapon swaps all add up to a cleaner experience in almost every situation.

Ninja at level 30 pairs well with Ghost for a stealth-focused build. Quieter footsteps matter a lot against players using headsets, and the reduced detection range makes flanking routes significantly more reliable.

Birdseye at level 40 gives you directional information from UAV pings, which is a meaningful upgrade over the standard minimap. That said, it competes with perks that offer more immediate combat benefits.

Slot 3

Cold Blooded at level 36 counters a wide range of detection tools, including AI Targeting Systems, Thermal Optics, Recon Drones, and even High Alert itself. If enemy Killstreaks and tech-heavy loadouts are causing problems, this is the answer.

Tracker at level 32 rewards patient, methodical players. Seeing enemy footprint trails and death markers changes how you read the map, and hiding your own kill markers from opponents adds a layer of deception.

Battle Hardened at level 12 is a reliable early unlock. Reducing the effect of enemy Tacticals keeps you functional through flashbangs and stuns that would otherwise stop a push cold.

What perk combinations work best together?

After testing builds across multiple playstyles, a few combinations stand out as consistently effective:

Aggressive Slayer: Quick Fix (1) + Fast Hands (2) + Battle Hardened (3)

  • Health regen on kills keeps you in fights longer, Fast Hands tightens your reload windows, and Battle Hardened stops Tacticals from breaking your momentum.

Stealth/Flanker: Ghost (1) + Ninja (2) + Tracker (3)

  • The classic off-the-radar setup. Ghost handles UAVs, Ninja handles audio detection, and Tracker lets you read enemy movement patterns before you commit to an angle.

Killstreak Stacker: Kill Chain (1) + Hardline (2) + Scavenger (3)

  • This build is built entirely around sustaining streaks. Hardline lowers the cost to reach them, Kill Chain keeps the chain going once you're in it, and Scavenger ensures you never run dry on ammo. Requires level 48 to run fully.

How many perks are there in Modern Warfare 4?

There are exactly 18 perks at launch, split evenly across three slots with 6 perks per slot. You equip one from each slot, giving you a three-perk loadout per class. The unlock curve runs from level 4 all the way to level 48, so there's a consistent stream of new options as you progress.
