Running out of RAM doesn't have to end your attack. A strong netrunner build in Cyberpunk 2077 combines Hack Queue for planned uploads, Embedded Exploit for setup-based damage, and Overclock to keep hacking when your RAM falls short. The catch is that Overclock can spend the health you need to survive incoming fire.

This Update 2.5 setup puts Intelligence first, then supports it with recovery, defensive perks, and cyberware. You can keep weapons as backup or invest in smart weapons, but the priority stays the same: make each quickhack sequence count, then recover enough resources to handle the next target.

Which attributes should a netrunner prioritize?

Intelligence is your main investment, with 20 as the long-term target. It increases your RAM capacity and opens the perks that support queued quickhacks, Overclock, and your strongest hacking combinations.

For a new character, assign your starting points toward Intelligence, Body, and Technical Ability. A practical opening allocation is 3 points into Intelligence, 3 into Body, and 1 into Technical Ability. That gives hacking priority without ignoring survivability.

Intelligence milestones

Open the Intelligence perk tree and work toward these milestones. Treat the perk selections as priorities rather than a rigid purchase order.

Which supporting attributes are worth taking?

Body and Technical Ability support the health and cyberware demands of this build. Reflexes becomes useful when you need to escape pressure rather than stand still uploading hacks.

  • Body: Take Painkiller early and work toward Adrenaline Rush for survivability, especially as Overclock starts using health to fund uploads.
  • Technical Ability: Prioritize cyberware support through License to Chrome and Extended Warranty.
  • Reflexes: Slippery provides early progression, while Dash gives you a way to reposition when enemies close in or stealth breaks.

Keep Intelligence ahead of optional weapon investments. For help mapping those choices across your character's progression, use the attribute and perk planning guide.

What are the best perks for this netrunner build?

The core perks solve different problems. Hack Queue and Embedded Exploit improve your attack sequence, Overclock extends your resources, and Sublimation and Blood Daemon help pay back its health cost. Race Against Mind adds damage while that engine is running.

PerkMain benefitCondition to remember
Hack QueueQueues multiple quickhacks on one enemyUpload order determines which effects arrive first
Embedded ExploitIncreases quickhack damage against affected enemiesThe target needs a Control, Covert, or Distract Enemies effect
OverclockUses health to cover missing RAMHealth expenditure happens while Overclock is active
SublimationMakes RAM recovery effects also restore healthOverclock must be active
Blood DaemonRestores health when you neutralize an enemyRecovery depends on quickhacks remaining in that enemy's queue during Overclock
Race Against MindIncreases quickhack damage as health decreasesThe damage benefit applies during Overclock

Establish the damage bonus before the attack

Hack Queue lets you prepare multiple uploads against one target. That matters most when an enemy can survive a single quickhack, because you can establish a supporting effect before the damaging upload arrives.

Pair it with Embedded Exploit, investing in both ranks. Its bonus applies against enemies affected by Control quickhacks, Covert quickhacks, or Distract Enemies. A Control effect followed by a damaging quickhack gives each upload a purpose: the opening effect disrupts the enemy and enables the damage bonus for the follow-up.

Check that the qualifying effect remains active when the damage takes effect. Against a durable enemy, the sequence matters more than simply filling the queue.

Build recovery around Overclock

Overclock, fully invested at 3/3, lets you cover a quickhack's missing RAM cost with health. That gives you room to continue attacking after your normal RAM supply would have forced a pause, but it also makes incoming damage much harder to ignore.

Sublimation supports that spending by making RAM recovery effects also regenerate health during Overclock. Blood Daemon provides a separate recovery opportunity: neutralizing an enemy during Overclock restores health based on the quickhacks still waiting in that enemy's queue.

Those conditions are different. Sublimation rewards your RAM recovery, while Blood Daemon depends on what remains queued when the enemy goes down. An emptied queue leaves no remaining uploads for Blood Daemon to reward.

Pair Overclock with recovery

Race Against Mind fits into this setup because quickhack damage rises as your health decreases during Overclock. Take the bonus while spending health on uploads, then keep recovering. Deliberately staying badly injured turns a damage perk into an invitation to get flatlined.

How should you combine your quickhacks?

Start with Cripple Movement and Cyberware Malfunction as Control options, then use Overheat and Synapse Burnout for damaging uploads. Contagion gives you a way to spread damage between enemies, while System Collapse is an Ultimate option for your loadout.

The useful principle is Control effect first, damage second. Cripple Movement followed by Overheat is a straightforward way to apply that principle with Embedded Exploit, provided the target can receive those quickhacks and the Control effect remains active for the damage.

A practical combat sequence

  1. Find cover before committing. Overclock can reduce the health available to absorb enemy attacks.
  2. Apply a qualifying setup effect. Choose a Control or Covert quickhack the target can receive.
  3. Queue your damaging upload. Use Hack Queue to place the follow-up after the supporting effect.
  4. Activate Overclock when you need uploads beyond your RAM. Watch your health as you continue hacking.
  5. Check recovery before moving to the next enemy. Sublimation supports health regeneration through RAM recovery, and Blood Daemon can help when a neutralized enemy still has hacks queued.

Overheat and Contagion also give you different ways to pressure enemies: Overheat burns a target, while Contagion spreads damage. Overclock supplies more room to use those tools during its active window, but choosing the right target still matters when health is funding the attack.

Which cyberware should you equip?

Prioritize RAM capacity, RAM recovery, quickhack damage, and survivability. The cyberdeck should match how you hack rather than force you into a weapon setup you don't want.

Choose a cyberdeck for your approach

Netwatch Netdriver Mk.1Hacking through cameras and devicesSupports a device-focused approach and provides substantial base RAM

The Tetratronic Rippler is the natural direction if your priority is quickhack damage. Choose the Netwatch Netdriver Mk.1 if you prefer working through cameras and devices.

Support your RAM and defenses

For the Frontal Cortex, these pieces support the resources your perks depend on:

  • RAM Upgrade: Adds RAM and improves RAM recovery.
  • Ex-Disk: Adds RAM and speeds up quickhack uploads.
  • Camillo RAM Manager: Supports RAM recovery and RAM capacity.

Support RAM and upload speed

For defensive slots, prioritize armor in your Skeleton and Integumentary System. Neofiber and Countershell are further survivability options. Reinforced Tendons adds double jump if you want more movement options alongside your hacking tools.

Equip Smart Link if you plan to use smart weapons, since it enables their smart targeting. A hacking-focused character can keep weapon choices flexible rather than making a particular gun the centerpiece.

These recommendations target Update 2.5. The Update 2.5 features guide covers the patch's broader additions. Recheck perk and cyberware descriptions after later updates, especially when your setup depends on Overclock recovery interactions.

Which weapons work with a netrunner build?

This build doesn't need one specific gun. Pick a backup you're comfortable using while your quickhack setup develops. If smart weapons become a regular part of your damage, Smart Synergy is an optional Intelligence investment worth considering.

Useful Phantom Liberty smart weapons

Phantom Liberty adds several weapons that fit a netrunner who wants more than hacking alone. These two have distinct reasons to earn a slot:

  • Crimestopper: A smart pistol with faster lock-on and a 50% increase to Crit Damage. Find it during Heaviest of Hearts in Golden Pacific, inside the DA's pink suitcase in the room adjacent to her.
  • Pizdets: A smart weapon with a built-in silencer and a fire rate that increases with consecutive shots. Loot it from Boris Ribakov at the end of Spy in the Jungle.

Choose Crimestopper if you want a smart pistol, or consider Pizdets for its silencer and sustained-fire behavior. Neither replaces the need to manage your quickhack queue and Overclock health spending.

Is Monowire worth using?

Monowire is another option if you want a melee tool that connects with hacking. Phantom Liberty's Jailbreak Relic perk lets you install a Control quickhack in Monowire and deliver it to enemies, giving it a direct role beyond melee damage.

Get Hack Queue and Embedded Exploit working first, then build toward Overclock at 15 Intelligence with recovery perks to support it. Keep optional weapon investments behind that core, and use the Cyberpunk 2077 guide collection to plan your next upgrade.
