Both Customs placements are inside the Dorms complex. No keys needed for either room.
Room 209 (three-story dorm): Head to the three-story building and climb to the second floor. Room 209 is the first door you reach at the top of the stairs, straight ahead. Plant the Signal Jammer behind the radiator near the window.
Room 210 (two-story dorm): Cross to the two-story dorm building and go to the first floor. Room 208 faces you as you enter the corridor, so take the second door to the right, which is Room 210. Same deal: place the jammer next to the radiator under the window.

Shoreline: Smuggler's Camp (2 jammers)
The Smuggler's Camp sits in the top-right section of the Shoreline map. There are two hangars here and you need to visit both.
Lower hangar (southernmost): Find the metal bed frame with a white mattress near the wall. Plant the Signal Jammer on the mattress.
Upper hangar (northernmost): Look for the dining table near the armchairs. There's a hookah sitting on the table. Plant the jammer there.

Head to the EMERCOM Camp near the RUAF extraction point on the road toward the Sawmill. Look for the open white refrigeration container filled with corpses, positioned near the watchtower. Plant the final Signal Jammer inside the container.
