The golf course sits in the center of the Minamino region, directly south of the Shirakawa-go map marker. Once you know where to look, you can actually make out the greens and fairways on the map screen itself, since the course layout is visible if you zoom in on that area.
If the map isn't clicking for you, use nearby events as reference points. The course sits right next to the Airfield Trail dirt racing event, and it's just south of the Naruo Trail Cross-Country Circuit. The Farmland Curve Speed Zone is also in the general vicinity. From any of those markers, head west to the main road, then drive south a short distance. The golf course will appear on your right.
The in-game drone is genuinely useful here. Once you're in the rough vicinity, deploy it to scan the area and spot both the clubhouse building and the Charger parked behind it without needing to drive in circles.

The in-game clue describes the car as spotted "out the back of the Minamino Region's golf course clubhouse." That's accurate. Once you've located the Naruo Golf Course on the map and driven to the clubhouse, the Charger is parked directly behind the building. It's not hidden in dense foliage or tucked into a hard-to-reach corner, so once the clubhouse is in sight, the car is right there.
