What the leaked document actually says

The document, which Microsoft sent to developers, spells out a plan for 360 titles to run on what it calls "Xbox PCs." That phrasing almost certainly means any PC running the Xbox app, which would pull in handheld devices like the ROG Xbox Ally alongside traditional desktop and laptop setups.

Developers will have real control here. The document says they can toggle backward compatibility on for their own titles, set their own prices, and decide independently whether to include games in Game Pass. That last point matters a lot. It means publishers won't be forced into subscription inclusion, which should make more rights holders willing to participate.

The rollout is scheduled to happen gradually between 2027 and 2028, targeting next-gen devices. The centerpiece of that next-gen push is Project Helix, Microsoft's upcoming console, which is expected to launch without a disc drive and run a modified version of Windows. If that's the case, running older Xbox titles in that environment makes architectural sense.

Original Xbox games arrive first, then 360

Here's the timeline to keep in mind. Original Xbox backward compatibility on PC is already confirmed and targeting an October 2026 launch. The 360 expansion is a separate, later effort. Microsoft is clearly working through its back catalog in generations, and the 360 wave follows roughly a year or more behind.

The disc-to-digital piece of the puzzle

The leaked document also addresses Microsoft's disc-to-digital conversion feature, which has been in the works since Sony announced it would end physical PlayStation disc production in early 2028. Under Microsoft's plan, owners of Xbox One and Xbox Series game discs can insert them into a compatible console to receive a digital license.

The licensing structure is worth understanding. The digital copy is tied to both the user's account and the physical disc itself. If the disc is shared or sold, the license transfers to the new owner. That's a notably different approach from a straight disc-to-digital conversion, and it preserves some of the resale logic that physical media has always had.

The feature was reportedly close to a beta launch last month with a full rollout planned for this month, but that timeline appears to have slipped. No official announcement has come from Microsoft.
