The console is not active by default. You need to edit one config file before it works.

Add the line DBGConsoleOn=true anywhere in the file and save it.
Launch the game and load a save.
Press ~ (tilde) to open the console overlay.

The debug console is PC-exclusive. There is no equivalent on Xbox or PlayStation, and no workaround exists for console versions.

toggledebuglabels is genuinely useful beyond just cheating. If you are trying to find the exact item code for an additem command, hovering over items with debug labels active reveals the internal names you need.
Key rules before you start typing
A few things will save you from frustration:
Commands are case-sensitive. god works. God does not.
Any command with arguments requires parentheses. addmoney(500) is correct. addmoney 500 will do nothing.
Toggle commands like god and mule switch off when you enter the same command a second time. There is no separate "off" command.
Item codes for additem use single quotes around the code name, for example additem('Aerondight',1).
Is the console available on the new Remastered version?
Yes. The debug console works on the Remastered PC version the same way it did on the original. If you just picked up the game through the free upgrade for existing owners, the general.ini edit is all you need. The file path and the activation line are unchanged.
The console does not carry over to Xbox or PlayStation regardless of which version you own. That limitation has not changed.
