Windrose Guide: All NPC Locations & How to Recruit Them

Surviving the open seas in Windrose is a team effort, and the six recruitable NPCs scattered across the world are your best investment early on. Each one fills a distinct role at your base, from cooking extra food to pumping out more gunpowder, and most of them cost exactly 500 Piastre to hire. Two require quest completion instead. Knowing where to find them and what they actually do before you go hunting saves a lot of backtracking.

Where are all the NPCs in Windrose?

There are exactly 6 recruitable NPCs in Windrose's current early access build. Four of them are Workers you pay directly, and two are Guests tied to quest progression. Here's the full breakdown:

What bonuses do NPCs give you?

Every Worker NPC provides a passive bonus, but there is a catch that both PlayerAuctions and Deltia's Gaming flag: Black Axel, Jasper Crowe, Mortar Joe, and Rosalinda Mercer must be manually assigned to their workbenches through the Worker tab in the crafting menu before their bonuses activate. Recruiting them is not enough on its own.

Galen Skelton provides medical and healing services at your base, while John Doe handles research tasks and camp progression. Neither has a percentage-based crafting bonus like the Workers do, but both contribute to long-term base development.

 

How to recruit the quest-locked NPCs

How to get Galen Skelton

Galen Skelton joins your crew automatically once you finish the early tutorial quest titled "How My Shore Adventure Began." No payment required, no special detour. Just complete the opening quest chain.

How to recruit John Doe

John Doe takes more work. You need to defeat the boss Israel Hands during the quest "Needle in a Haystack." After that fight, John appears at your home base. Speak to him there to complete the recruitment. He does not show up until you have beaten Israel Hands, so do not expect to find him wandering around beforehand.

What's the most useful NPC to recruit first?

The answer depends on your playstyle, but after going through the numbers, Mortar Joe and Rosalinda Mercer offer the most tangible production gains. Mortar Joe's 50% Gunpowder boost is a flat multiplier on a resource you will always need, and Rosalinda's doubled Clay Bottle output plus her 30% Elixir bonus stack into meaningful crafting efficiency over time.

Jasper Crowe is worth picking up before any serious gear upgrading session. A 30% chance to recover upgrade materials does not sound dramatic until you are grinding through multiple upgrade attempts and watching resources pile back up.

Black Axel is the least flashy of the four Workers, but a 30% extra food chance adds up on longer play sessions, especially if food consumption is a regular concern at your base.

Building a full crew of all 6 NPCs is straightforward once you know where to look. The four paid Workers are all in Tortuga-adjacent locations, so a single trip through that area can net you Black Axel, Jasper Crowe, and Rosalinda Mercer in one run. Mortar Joe sits at the Brethren of the Coast home base separately. Galen joins through the tutorial, and John Doe requires the Israel Hands fight. Two thousand Piastre total for all four Workers is a manageable early investment given what you get back in production bonuses.
