The control room sits at the south end of the prison area in the Mouseburg Police Department basement. Each side of the room has its own panel: three levers with fixed positive or negative values, a window looking out at a scoreboard, and a large button you press once the numbers match.
The scoreboard shows two numbers separated by a slash. The left number is your running total, starting at 0. The right number is your target. Pull levers to add or subtract until both numbers match, then hit the button to open the corresponding cell door.

The two panels are independent. Solve one, press its button, then move to the other. The order does not matter for progression, but the right-side cell contains a tailpickable safe worth opening, so starting there makes sense.
How to open the right cell block (target: 35)
The right panel's levers are +3, +6, and -2. Your target is 35.

Once both doors are open, head through the left cell's interior door toward the offices. The area is full of enemies, so use whatever you have stocked from earlier in the mission. The sergeant's office at the end of the path contains a tailpickable safe holding the map of Mouseburg's sewer systems, which is the key clue you need to wrap up the mission.
After collecting the map, the exit route follows the same path you used to enter the station. The detective brush will mark the way if you lose your bearings. Outside, there is a wave of enemies between you and your car, so stay aggressive and push through.
