The Weird Owls scattered across People of Note are one of the game's more satisfying side pursuits. Each one quizzes you on lore, game mechanics, or world details, and beating the right owl in combat after answering correctly earns you a Weird Owl Feather. Collect all 20 and redeem them with Ordinary Al in Pyre's Block Party for some genuinely useful rewards, including The Third Echo, the strongest weapon available for Vox.
Get one answer wrong and the owl flies away, but it's not permanent. According to community documentation, paying 2,727 Groove to Ordinary Al brings any escaped owls back to their original spots. So no run is truly locked out.

Is The Third Echo worth the effort?
Short answer: yes, especially if you plan to push through the endgame with Vox as a primary damage dealer. The 41 offense rating beats the 37 on Absolute Zero, which is the best mic you can find through normal progression in the final area. The additional songstone and remix stone slots give you more room to build around specific strategies, and the extra connections expand how you link abilities together.
The remix stone rewards along the way add value too. One Hit Wonder at 15 feathers is particularly useful in tough encounters where a single burst of 100% boosted ability damage can swing a fight. Heart Topper at 5 feathers rewards clean play by boosting linked ability power by 50% whenever the character is at full health.
