Most of Windrose's early quests ease you in gently. Needle in a Haystack does not. This is the first main story quest that demands real attention across five connected objectives, including a naval engagement, multiple pirate camp clears, and a boss fight against Israel Hands inside a temple. The good news: every objective has a marker, so getting lost is not the problem. Surviving what waits at each marker is.
What are all the objectives in Needle in a Haystack?
The quest breaks into five stages, each feeding directly into the next:
The quest's central premise, according to Deltia's Gaming, is that an artifact capable of saving your character is held by Israel Hands, a member of Blackbeard's crew. Every objective before the boss fight is about tracking him down.
Stage 1: Search the pirate camps in the Foothills
Head to the Foothills and push toward the western edge of the map. There are several pirate camps scattered across Blackbeard Waters, and each one holds enemies, supplies, and a Blackbeard crew chest. Clear the enemies, then loot everything you can find. According to both Destructoid and Deltia's Gaming, this looting step is what actually completes the objective, so don't rush past the chests.

Take out enemies one group at a time rather than pulling the entire camp. The Foothills camps have enough pirates that rushing in blind will get you overwhelmed fast.

Stage 2: How do you board the Unsinkable?
This is the hardest stage. You need your ship. Head east from the Foothills and you will encounter four of Blackbeard's ships blocking your path. Sink them with cannonballs before the Unsinkable arrives. Once it does, focus your fire on it directly.
The key to this fight is keeping your distance. You want to maintain enough gap to dodge incoming shots while still landing hits. Keep moving constantly so the AI has a harder time targeting you. Per Destructoid's walkthrough, once the Unsinkable takes sufficient damage, bring your ship alongside it. Your allies will then board and clear the remaining enemies. According to Deltia's Gaming, you need to kill 5 enemies after boarding to collect the clues for the next objective.

Do not close the distance with the Unsinkable too early. Getting pinned at close range while it still has full health means taking heavy fire with nowhere to dodge.
Stage 3: Search the camp near the ruins
After the naval fight, sail to the northwestern part of the map toward the Foothills. A quest marker will guide you, but expect wolves in the forest on the way in. At the ruins camp, kill every pirate and watch for thrown grenades. Stay mobile and don't stand still in clusters of enemies.
Once the camp is clear, find the desk on the left side of the area and interact with it. This reveals the next objective: three temple keys held by pirate lieutenants. A few more enemies spawn after you examine the desk, so deal with them before moving on.
Stage 4: How do you collect all three temple keys?
The next marker takes you to the northern Foothills. Three separate camps each hold a lieutenant with one key. According to Deltia's Gaming, you need to defeat all pirates at each camp, including the lieutenants, to collect the keys. Destructoid notes that one key is found by examining a dead pirate's pocket, so check bodies after clearing each camp.

The lieutenants are tougher than standard pirates. Prioritize clearing regular enemies first so you can focus on the lieutenant without getting flanked.
Once all three temple keys are in hand, the final stage unlocks.
Stage 5: How do you defeat Israel Hands?
Follow the marker to the temple. Clear the pirates outside, then find the entrance. Inside, Israel Hands is waiting for a boss fight.
The most effective approach, according to Destructoid, is landing counter hits. Watch Hands' attack animations closely and strike at the moment he commits to a swing. Timed correctly, this parries his attack and deals damage back. Staying reactive rather than aggressive is the play here. Dodge, read his patterns, and punish.
After defeating Hands, you receive the Charon's Obol artifact. There is also a chest nearby containing the rare Soul Eater weapon, so don't leave the temple without opening it.

Finishing the quest: speak with the surviving captive
With Hands down, you find a survivor named John chained to the wall. Free him and speak with him. Then travel back to your home base, where John will be waiting alongside Doctor Galen. Speaking with the cartographer there wraps up the quest entirely.
