The store is not available from the start. You need to finish Chapter 1 of the main story first. Once you clear the final Chapter 1 mission, the game brings you to the Batcave. From there, follow the Blue Bat indicator through the cave. It leads you to a brick wall that you destroy using the Explosive Spray gadget.
