The Justice Executioner is one of the most unusual bosses in Neverness to Everness. There's no dungeon entrance, no quest marker, and no fixed spawn point. You summon it by becoming the most wanted person in Hethereau, and then you fight a Level 99 mechanical nightmare that can one-shot your entire team if you play recklessly. The reward for surviving? How do you spawn the Justice Executioner?

The Justice Executioner only appears when your Wanted Level (Heat Level) reaches 4 stars, the maximum. The boss has no fixed location and will appear anywhere in the city once that threshold is hit.

Raising your Heat Level requires committing illegal acts across Hethereau. The fastest methods include:

  • Attacking Security Officers or nearby pedestrians
  • Looting a vehicle from another person (instantly jumps you to 1 star)
  • Destroying public facilities while driving
  • Attacking Anomalies tied to law enforcement

Vehicle looting is the quickest starting point. Steal a car first to hit 1 star immediately, then keep fighting the Security Officers who respond. Reinforcements arrive in waves, so staying in combat is the key to pushing all the way to 4 stars.

Once you hit 4 stars, the screen fills with visual noise and the Justice Executioner spawns automatically. At that point, the real fight begins.

What does the Justice Executioner look like and how does it fight?

The Justice Executioner resembles a mechanical spider fused with a police vehicle. It combines high mobility with heavy burst damage, and its attack patterns are designed to punish aggressive play.

The boss is Level 99 regardless of your current Appraisal Level. Game8 notes it can one-shot low-durability characters with a single hit, even on well-built teams. Its attacks cover wide areas, so predictive lines and circles on the ground are your main warning system.

This setup revolves around 3 Esper Cycles running simultaneously. Chaos and Psyche combine to create Nova, attaching an explosive to the target. Chaos and Incantation produce Scorch, dealing damage over time. All three together trigger the Discord Esper Cycle, which strips large chunks of the Executioner's Break gauge.

How to Beat the Justice Executioner

After testing this fight across both recommended compositions, the pattern is consistent: survival first, damage second.

Before the fight

  • Raise your Appraisal Level and fully level your characters and their Arcs before attempting this. The boss is Level 99 no matter what, so under-leveled characters will not survive.
  • Stock healing items like candies and food.
  • Make sure your team has enough survivability. Fragile attackers without support will be eliminated in one hit.

During the fight

  • Keep your distance and observe the boss's movements before committing to attacks.
  • Watch for AoE indicators. Predictive lines and circles telegraph incoming area attacks. Dodge out of them immediately.
  • Attack only in safe windows after the boss completes a major move sequence.
  • Parry when possible. The parry system can interrupt some attack chains and give you breathing room.
  • Do not rush the damage. This is a stamina battle.

What happens if you lose?

If any of your characters are defeated during the Justice Executioner fight, you get sent to the Hethereau Detention Center (prison). Nerdschalk also notes a financial penalty of 30,000 Fons as a potential consequence of failure. Commitment matters before you start escalating your wanted level.

Defeating the boss resets your Wanted Level to zero and returns you to the normal Hethereau map, so a successful run avoids all prison consequences entirely.

What are the Justice Executioner rewards?

After defeating the boss, head to the Security Office (marked with a blue police officer icon on the map, visible only when zoomed in). Find the receptionist NPC Raven and claim your reward.

The Officer Whisker summon is the standout feature. It deals 100% of your ATK as damage per hit, lasts 30 seconds, and has a 60-second cooldown. That's consistent sustained DPS rather than a burst cooldown, making it valuable in prolonged boss encounters.
