The Justice Executioner only appears when your Wanted Level (Heat Level) reaches 4 stars, the maximum. The boss has no fixed location and will appear anywhere in the city once that threshold is hit.

- Attacking Security Officers or nearby pedestrians
- Looting a vehicle from another person (instantly jumps you to 1 star)

Vehicle looting is the quickest starting point. Steal a car first to hit 1 star immediately, then keep fighting the Security Officers who respond. Reinforcements arrive in waves, so staying in combat is the key to pushing all the way to 4 stars.
If any of your characters are defeated by Security Officers before the Justice Executioner spawns, you get sent straight to Detention. You must reach 4 stars without going down.
Once you hit 4 stars, the screen fills with visual noise and the Justice Executioner spawns automatically. At that point, the real fight begins.
