What is the blue flame bike?
The blue flame effect is a secret vehicle skin that activates automatically on the Novis ST-X 950 when the Raging Flames Arc is equipped on an active party member. The flames do not appear on the default starting scooter, and they won't trigger on any other vehicle in your garage. The combination of this specific bike and this specific Arc is the only way to unlock the blue flame look.

The blue flame effect is purely cosmetic and does not affect vehicle speed or combat performance. It's a style reward for players who complete the Headless Rider boss encounter.
Step 1: Buy the Novis ST-X 950
Head to the Regalia Vehicle Dealership, which sits inside the New Herland District. New Herland is east of the starting area, Bridge Crossings. Speak to the receptionist and purchase the Novis ST-X 950 for 250,000 Fons.
If you're short on Fons, focus on completing Anomaly Commissions and side quests in Bridge Crossings before heading to New Herland. The 250,000 Fons price tag is significant for early players.
The default scooter you start with will not work for this unlock, so the purchase is mandatory.
Step 2: How to find and defeat the Headless Rider
This is the part most players miss entirely because the encounter is time-gated.
Triggering the encounter
The Headless Rider only appears at night, after 8 PM in-game time. Go to Fox Window Street in the Bridge Crossings area. Standing at the starting location there triggers the anomaly encounter.
Chasing the Headless Rider
Once the encounter begins, you need to chase the Headless Rider through the streets in a vehicle. The starting scooter does not qualify here either. Use any other vehicle you own. The Headless Rider will eventually stop near a tunnel. Follow it through to start the boss fight.
Do not attempt this encounter on foot or on the default scooter. You need a proper vehicle to keep up with the Headless Rider during the chase phase or the encounter may not progress correctly.
Defeating the boss
Take down the Headless Rider boss inside the tunnel area. Completing this fight rewards you with the Raging Flames Arc. This Arc is the key ingredient for the blue flame transformation.
Step 3: Equip the Raging Flames Arc and ride
With the Raging Flames Arc in your inventory, equip it on any party member in your active squad formation. The unit carrying the Arc must be in your active party, not just in your roster. Once that condition is met, mount the Novis ST-X 950 and the blue flames appear automatically.
Why is it worth doing?
Beyond looking genuinely cool, the Headless Rider fight is one of the more memorable boss encounters in the early game. It's a proper chase sequence that uses the open-world driving systems in a way that most players haven't seen yet by the time they reach Bridge Crossings. The Raging Flames Arc itself also has combat utility, so the reward pulls double duty.
