Silent Hill: Townfall hides 13 callable numbers across its four chapters, and ringing every single one earns you the Cold Calling trophy. None of them unlock secret endings or hidden rewards, but the calls themselves are worth experiencing, and completionists will want every number tracked down before the credits roll.
The Cold Calling achievement unlocks once you have called all 13 phone numbers at least once. The numbers span all four chapters of the game: Part 1: Arrival, Part 2: Zoe, Part 3: The Patient, and Part 4: Clara Woods. Most are tucked into documents, posters, and items you will encounter naturally through the main story, though a handful require a small detour.

All three arrive together the moment you read the Your Local Services poster inside the ringing phone booth in Shorefront South Town Square. Number 100 is the manual save line, so you will likely dial it before thinking about trophy hunting.
Call number 100 to trigger the Otherworld sequence, then follow the linear path through to Room 204 at the Haldane Hotel. The Room Service Card on the table has the number printed at the bottom.
Open the Shorefront map by pressing Triangle, then press R2 to flip it over. The Tourist Center number sits in the bottom-left corner of the reverse side.
Return to the Town Square phone booth after coming back from the Otherworld. Dial 946 here to activate the WHO Dial Back Service, which will provide this number in response.

Part 2 opens in Zoe's House. Head downstairs to the living room and read the Water Warning Document on the table. The District Council number is printed on it.
During the main objective in Mister Stewart's House, check the living room before going anywhere near the bathroom. There is a locked case next to the telephone and answering machine. Open it to find Mr. Stewart's Index, which lists Zoe Ellis's number.
After leaving Mister Stewart's house, walk to the front of the Medical Center. The booth by the gate has a Medical Security Note in the window. This number is also required for the main story, so you cannot miss it.

This one comes to you. Solve the dosage step of the Patient puzzle and Dr. Glenn will read the number out over the intercom. Head to the reception phone and dial 5353 as part of the main objective. You cannot skip it.
After arriving at the Clara Woods Estate, descend the stairs to trigger a cutscene inside a phone booth. Once it ends, read the information poster on the booth wall. The 946 number is listed there.
Still at the Clara Woods phone booth, dial 946 immediately after the cutscene. The WHO Dial Back Service will return a call with this new number.
Head into the CEG Lockers and find the Barcode (CEG Lockers) item behind the reception desk near the barcode scanner. Examine it and look at the top-left corner of the document for the number.
Short answer: no. None of the 13 numbers unlock alternate endings, hidden items, or story content. They are atmospheric extras that reward players who pay attention to the world of St. Amelia. The Cold Calling trophy is the sole mechanical payoff, but the calls themselves add texture to the setting in ways that fit the game's tone.
