TUY8S2.3] New Broken Rain Incursion, Stretch Goals and PvP Updates.

Tom Clancy's The Division 2 has a new end-game challenge, and it takes Agents somewhere they have never been before. Broken Rain drops a four-player team into the Steel Creek Dam and Hydroelectric Plant, a facility seized by the Rikers while an approaching hurricane bears down on Washington. Released on 11 August 2026 as part of Year 8 Season 2: Into the Dark, this is the game's newest Incursion and the hardest coordinated PvE content short of a full raid. This guide covers access requirements, difficulty, team composition, the five best builds, rewards including the Steel & Sons ACR exotic rifle, and everything else you need before queuing.

What is the Broken Rain Incursion?

Broken Rain sits between standard end-game missions and full raids in terms of group size and mechanical complexity, the same bracket as the Paradise Lost Incursion. The setting is the Rikers-controlled Steel Creek Dam and Hydroelectric Plant. Your team's job is to breach the facility, fight through its interior, eliminate enemy leadership, and lock the site down before the storm makes the situation unmanageable.

The activity is free for all Division 2 players. No expansion purchase is required, neither Warlords of New York nor Battle for Brooklyn gates access. The only real barrier is your gear.

How do you access the Broken Rain Incursion?

Broken Rain appears in two places: the world map and the matchmaking menu. Both routes lead to the same activity. If you have been running end-game content before this patch, the interface is already familiar. Select the Incursion node on the map or navigate to the Incursion tab in matchmaking and queue from there.

tip
Matchmaking is fully supported, so you do not need a pre-built group. That said, agreeing on roles before the first encounter starts will save you a lot of repeated wipes.

What are the requirements for Broken Rain?

Loading table...

A fresh level 40 character with unoptimized gear is going to struggle. Broken Rain is built for Agents who have already spent time in the end-game loop. If you are still getting your bearings, the Division 2 complete beginner's guide covers the core systems and how to reach a point where Incursion content becomes realistic.

Can you play Broken Rain solo?

You can enter without a full group, but the Incursion is designed around four-player coordination. Solo attempts on a first clear are not recommended. The encounters involve mechanics that require multiple players to execute simultaneously, and raw damage output does not substitute for that.

How hard is Broken Rain?

Broken Rain uses a dedicated Incursion difficulty rather than the standard Normal, Hard, Challenging, Heroic selection. There is no difficulty slider. You get one mode, and it is tuned for coordinated teams with optimized builds.

The difficulty does not primarily come from enemy health or damage numbers. Incursions punish teams that ignore mechanics. Expect a mix of:

  • Damage checks: windows where the team needs to push an enemy past a health threshold before a timer expires
  • Add management: prioritizing which enemies die first while an objective is still active
  • Positioning: holding specific spots rather than chasing kills across the arena
  • Objective mechanics: tasks that require a player to stop shooting entirely and interact with something

A team that understands these mechanics but has average gear will outperform a team with perfect builds that ignores them.

warning
Prototype Gear is allowed in Broken Rain, but Ubisoft has confirmed that Prototype Augments are disabled and Prototype stats are reduced to their minimum values. The same normalization system used in other Incursions and raids applies here.

How long does a Broken Rain clear take?

Expect runs to land somewhere in the 30 to 60 minute range during the first week as teams learn the mechanics. Experienced groups will push that down significantly once the encounter sequence becomes second nature.

Is there a World First competition for Broken Rain?

No. Ubisoft confirmed that Broken Rain does not use the World First competition format. There is no official race, though fast clears and optimized farming routes will naturally develop as part of the community meta.

What rewards do you get from Broken Rain?

Broken Rain is end-game content, so the loot reflects that. The reward categories include:

  • Incursion completion loot (high-end gear drops)
  • Steel & Sons ACR exotic rifle (Incursion-exclusive)
  • Beats Per Minute Hunter Mask (tied to flawless completion)
  • Day One and Week One arm patches (Golden Beaver and Silver Beaver)
  • Incursion-specific commendations and collectibles

What is the Steel & Sons ACR exotic rifle?

The Steel & Sons ACR is the Broken Rain exclusive exotic weapon. It drops from bosses during repeat runs or from the final reward chest after a full completion. The drop rate is not officially confirmed, but estimates based on previous Incursion behavior put it at roughly 1% per boss kill and around 10% from the weekly chest after reset. Treat those figures as working estimates, not datamined values, until a large enough sample confirms them.

Farming strategy: complete the weekly reward opportunities on every eligible character and use loot sharing with your team whenever possible.

important
The Beats Per Minute Hunter Mask is expected to require a flawless (deathless) completion. No official confirmation from Ubisoft yet, but the pattern from the previous Incursion points that direction.

Launch rewards worth noting

The first week carries special weight for collectors. Golden Beaver and Silver Beaver Arm Patches are tied to Day One and Week One completion challenges, making early clears more valuable than a standard farming run.

Best builds for the Broken Rain Incursion

Every Broken Rain team needs three roles covered: DPS, Healer, and Tank/Support. The recommended starting composition is 2x DPS + 1x Healer + 1x PFE Tank. If encounters favor raw damage output, shifting to 3x DPS + 1x Healer is a reasonable adjustment.

Below are five starting builds. Builds 1, 2, and 4 are DPS variants. Build 3 is the dedicated healer. Build 5 is the tank.

Striker Overdogs Equalizer loadout

Build 1: St. Elmo's Striker with Overdogs and Equalizer

The two pieces to prioritize farming are Overdogs and the Equalizer chest. Once you clear 50% Crit Chance, stack Crit Damage on every remaining roll and mod slot.

Build 2: St. Elmo's Striker with Coyote's Mask and Equalizer

Swapping Coyote's Mask in for the Striker mask changes the crit profile slightly and pairs well with the Firewall specialization if your team already has a Gunner covered.

Build 3: Future Initiative Healer

Loading table...

This is the build that keeps a first clear alive. If nobody in your group has a dedicated healer prepared, prioritize this over a fourth DPS variant. A team that cannot sustain itself through mechanics will not reach the final boss.

Build 4: Negotiator's Dilemma with Pestilence

Loading table...

The Turmoil kneepads in the Negotiator set are the key piece here. Same crit threshold applies: get above 50% Crit Chance first, then maximize Crit Damage.

Build 5: PFE Tank

Loading table...

The Provocator chest and Emperor's Guard kneepads are the anchors. Stack Protection from Elites on every mod slot. This build exists to absorb elite enemy pressure so the DPS players can focus on mechanics and damage windows.

tip
These are starting-point builds based on pre-launch preparation. Once the live encounter sequence is tested, each loadout can be tuned around the actual boss mechanics and damage check requirements.

Tips for your first Broken Rain clear

Incursions punish disorganized groups far more harshly than standard missions. The first two points here matter more than everything else combined.

  • Bring a full four-player team. First clears are dramatically smoother with four coordinated Agents.
  • Use voice communication. Instant callouts on mechanics, enemy priorities, and positioning make the difference between a clean run and a wipe.
  • Do not run four DPS builds. Prepare support and utility options for mechanics that need survivability.
  • Carry a Reviver Hive. One mistake does not have to end a run if someone has a revive option ready.
  • Striker remains a strong DPS baseline for testing damage check requirements before the meta solidifies.
  • Prepare multiple loadouts. Being able to swap between DPS, healer, and tank roles mid-session is more valuable than having one perfect build.
  • Learn mechanics before chasing speed. A clean first clear is the goal. Optimizing run times is a week-two problem.
  • Save burst damage for genuine DPS windows. High-damage abilities and limited-ammo weapons should not be wasted on trash.
  • Call out enemy priorities. Named enemies, special units, and objective-linked mechanics need clear team communication.
