Beating him triggers a Key Discovery: Silver Ingots notification, which signals that the resource will now begin appearing across the world.
There is no workaround here. Attempting to find Silver Ingots before this point will come up empty, so prioritize pushing through the main story to this quest before farming.

How to get Silver Ingots in Windrose
Once unlocked, Silver Ingots come from three main sources. Each has a different reliability level, so understanding all three lets you build a consistent farming loop.
Buy from vendors
The most reliable method is purchasing directly from the Tortuga Goods Seller or the General Goods Buyer. Both sell Silver Ingots for 20 Piastres each, according to both Destructoid and Deltia's Gaming. The price is reasonable, and you can also sell Silver Ingots back for the same 20 Piastre value if you end up with surplus.
The catch is that vendor stock is limited. You cannot buy unlimited quantities from a single trader, so vendor purchases work best as a supplement to other farming rather than your only source.
