Flins is a 5-Star Electro Polearm character in Genshin Impact who plays as an on-field Lunar-Charged DPS. Most of his damage comes from his Elemental Burst, especially the cheaper Thunderous Symphony he can use during his Elemental Skill state.
His build mainly focuses on CRIT, ATK, and enough Energy Recharge, while his teams want Hydro application and another Nod-Krai character to activate Moonsign: Ascendant Gleam.

Flins revolves around the Lunar-Charged reaction. His Old World Secrets passive converts Electro-Charged reactions triggered by the party into Lunar-Charged and increases its Base DMG based on his ATK. Having Flins in the party also raises the team's Moonsign by one level.
His Elemental Skill, Ancient Rite: Arcane Light, puts him into Manifest Flame. During this state:

Using Northland Spearstorm temporarily changes his Elemental Burst, Ancient Ritual: Cometh the Night, into Thunderous Symphony for six seconds. Thunderous Symphony costs 30 Energy and directly deals Lunar-Charged DMG.
At C0, Flins can normally fit two Thunderous Symphony casts into each field-time window, which makes them the main focus of his rotation.

4-piece Night of the Sky's Unveiling is Flins' best artifact set.
Its 2-piece bonus provides 80 Elemental Mastery. After a nearby party member triggers a Lunar Reaction, its 4-piece effect gives Flins 15% CRIT Rate at Nascent Gleam or 30% at Ascendant Gleam. It can also increase the party's Lunar Reaction DMG.
Since Flins already wants another Nod-Krai character, he should normally receive the full 30% CRIT Rate bonus.

ATK% generally beats EM because Flins already receives plenty of Elemental Mastery from Whispering Flame, his artifact set, and several common teammates.

Bloodsoaked Ruins is Flins' signature Polearm and best weapon.
Its passive increases Lunar-Charged damage after using an Elemental Burst, provides CRIT DMG after triggering Lunar-Charged, and restores Energy. That Energy refund also lowers Flins' ER needs, making his normal two-Burst rotation easier to maintain.
Staff of the Scarlet Sands is one of his strongest alternatives. Its large CRIT Rate stat and EM-to-ATK conversion work well with Flins. However, Night of the Sky's Unveiling already provides a lot of CRIT Rate, so players need to avoid going over 100%.

These mainly work because of their strong 5-Star stats rather than perfect passive synergy.
Deathmatch is one of Flins' best 4-Star options, particularly at higher refinements. Its CRIT Rate and ATK bonuses make it easy to build around. Ballad of the Fjords is another solid Battle Pass choice but generally trails Deathmatch in single-target fights.
Prospector's Shovel is the main forgeable F2P option. At R5, its passive gives 24% Lunar-Charged DMG Bonus plus another 24% during Ascendant Gleam. It is the easiest recommendation for players who do not have a premium Polearm.

The Burst comes first because Thunderous Symphony uses the Burst talent's scaling and makes up most of Flins' personal damage. Level 90 is also important because his actual Lunar-Charged reaction damage benefits from character level.
His Normal Attack talent can stay low because the converted Normal and Charged Attacks during Manifest Flame use his Elemental Skill multipliers instead.
Flins works well at C0, but C1 and C2 are his most useful early upgrades.

Part the Veil of Snow reduces Northland Spearstorm's cooldown, allowing Flins to use three special Bursts instead of two during his field time. It also helps restore Energy when Lunar-Charged reactions are triggered. C1 is one of his best stopping points for players investing beyond C0.
The Devil's Wall adds extra Lunar-Charged damage after Northland Spearstorm. During Ascendant Gleam, Flins can also reduce an opponent's Electro RES, improving both his own damage and that of Electro teammates.

Ineffa remains Flins' best Electro teammate. She provides a shield, Electro particles, Elemental Mastery, Lunar-Charged support, and strong off-field damage.
Columbina is currently his best Hydro teammate, bringing strong personal damage and teamwide Lunar-Charged buffs.
Sucrose provides EM while reducing Electro RES through Viridescent Venerer, which is particularly valuable because Lunar-Charged benefits from EM and enemy RES reduction.

Flins is a strong on-field DPS for players who want to build around Lunar-Charged.
His main limitation is that his team building is fairly specific. He strongly prefers Hydro application, another Nod-Krai character, and enough Electro Energy to keep Thunderous Symphony available. Characters such as Ineffa and Columbina significantly improve his stronger teams.
The upside is that he works well at C0 and has several good weapon options. Prospector's Shovel gives F2P players a solid forgeable choice, while Aino, Fischl, and Sucrose can form a much more accessible team.
For most players, the build is straightforward: Night of the Sky's Unveiling, ATK% Sands and Goblet, a CRIT Circlet, enough ER for the rotation, and Bloodsoaked Ruins or the best available Polearm.
