How to complete Clue 1: Territory Control
The first clue references hostile factions pushing toward the river and asks you to push back. That translates to Territory Control, and you need to finish 2 of them.
The eligible districts are:
- Foggy Bottom
- West End
West Potomac Park

Territory Control is an open-world activity where a hostile faction has moved into a small area and is defending it along with a supply stash. Clear all the enemies, then make sure to open the gear cache at the end. You can run both activities in the same district or split them across two of the three listed areas. Either approach counts.
How to complete Clue 2: Supply Convoys
Clue 2 is about resupplying a civilian expeditionary force, which in practice means intercepting 3 Supply Convoys.
Supply Convoys are moving activities that travel between faction-controlled Control Points across Washington, D.C. They appear on your map as moving icons, and you can intercept them at any point along their route. Location does not matter here; any convoy anywhere on the map counts.
After defeating the convoy and its escort reinforcements, you must pick up the dropped supplies. The activity only registers as finished once those resources are collected. Leaving them on the ground and running off will not count the completion.

How to complete Clue 3: Kill 5 named enemies
The final clue asks you to eliminate enemy leaders. The target count is 5 named enemies.
The most reliable method is Bounties. Each Bounty flags a specific named target with a clear location, so there is no wandering around hoping a named enemy happens to spawn in the open world. Grab five Bounties from the Bounty Board and work through them one at a time.
Higher-level Control Points can also produce named leaders when you push them to alert level 3 or 4, but that path takes longer. If your only goal is finishing Scout 3, Bounties are the faster route every time.

What is the fastest route to finish Scout 3?
After testing this sequence across multiple runs, the most efficient order is straightforward:
- Head to Foggy Bottom, West End, or West Potomac Park and complete 2 Territory Control activities, making sure to open the gear cache each time.
- Open the map and track down 3 Supply Convoys anywhere in D.C. Collect the dropped supplies after each one.
- Pull up the Bounty Board and take out 5 named enemies through available Bounties.
There is no need to optimize the route beyond that. Each objective is self-contained, and none of them require specific gear builds or high-difficulty content. Even a mid-tier build handles all three without issues.
