ARC Raiders Guide: How to Complete Someone Else's Shoes Quest
Androids are scattered throughout Stella Montis in hallways and side rooms, but the fastest approach is heading straight to the Medical Research POI. There are multiple androids in this area, and since your second objective is also here, you save yourself a lot of backtracking.
Once you locate an android in Medical Research, walk up and interact with it. The scan completes instantly and ticks off the first objective. The android on the top floor, east side of the zone works well for this.
Where is the android in Research Lab 3?
Stay in the Medical Bay after scanning the first android. Research Lab 3 sits in the southern section of the upper floor of Medical Research. Head south from where you scanned the first android and enter the lab.
Inside, look to the right. You'll find an android lying on a hospital bed. Interact with it to scan it and complete the second objective. The two android scans are close enough together that you can knock them out in the same sweep of the building.
How to reach the Control Room in the Western Tunnels
This is the only leg of the quest that requires real travel. From Medical Research, make your way down to ground level by heading toward either the Lobby Metro extraction point or the Loading Bay POI. Once you're on the tracks, follow them toward the northwest corner of Stella Montis where the Western Tunnel POI is located.
Enter the tunnel and look for a small lit room on your left as you walk through. That's the Control Room. Head inside and interact with the subway control panel to retrieve the security footage. That interaction wraps up the final objective and completes the quest.

The Western Tunnels are on the lower level of the map, which can funnel both ARC enemies and hostile players into tight corridors. Clear the area before interacting with the control panel, since the interaction animation leaves you exposed.

After pulling the security footage, extract via the Lobby Metro Station and return to Speranza to speak with Celeste. Turning in the quest earns:
