The Ruins and Reverberations quest sends you to one of the more exposed corners of Pendola Pass, the Cielo Sereno Observatory in the northeastern section of the map. This is a three-objective quest added with the Frozen Trails update, and the whole thing takes place at a single location, which sounds relaxing until a Bombardier shows up at the entrance. Here is exactly how to get through it without losing your gear.
What do you need before starting Ruins and Reverberations?
The most important item to bring is a Spotter Relay. You get these by killing Spotter enemies and looting them from their remains. Spotters are not particularly tough, but take them down quickly because they call in Bombardiers if you let them linger. Once you have one, stash it in a Safe Pocket so you do not lose it on the way in.
The second thing you need is a way to reach the roof. You have three options: a Zipline, a Grappling Hook, or a Snap Hook. If you do not have any of these, Celeste will hand you a Grappling Hook specifically for this quest, so you are covered either way. Do not head into the raid without at least one of these tools or you will be stuck at the antenna with no way up.

Head to the Cielo Sereno Observatory in the northeastern part of Pendola Pass. The Dynamic Loot Zone system flags this area as red threat level rather than yellow, so expect tougher ARC presence than usual. A Bombardier was waiting right at the entrance during testing, so scan the area before committing to an approach.
Once inside, go to the easternmost part of the building where a fixed ladder sits on the exterior wall. Climb it to reach the roof. If you use the interior route instead, look for the broken roof section inside the control room and use your Grappling Hook to punch through to the top. Either route works.
The antenna sits on the western side of the roof. Walk over to it and interact to attach the Spotter Relay. That completes the first objective.

The northeastern section of Pendola Pass runs at red threat level due to the Dynamic Loot Zone system. A Bully ARC patrols the open spaces around the Observatory. Getting spotted in the open can end your run before you reach the antenna.

How to weld the wires in the crawlspace
After attaching the relay, drop back down to ground level and enter the Observatory through the main entrance. Take the staircase up and turn right into the control room. Just inside the control room entrance, there is a hole in the floor. Drop down through it.
Once in the crawlspace, ignore the open shutter on your right. Take two left turns and you will reach the wiring panel. Interact with it to weld the wires and redirect power to the antenna system. The crawlspace is tight but the route is direct once you know to ignore that right-side opening.

How to activate the Spotter Relay a second time
Climb back up from the crawlspace, return to the roof using your Grappling Hook or the exterior ladder, and interact with the antenna again. This final activation completes the quest objectives.
Be ready to move fast after this. The activation sends out a strong sound pulse that can draw nearby ARCs to your position. Head straight for the extraction point rather than looting the area.

After the second antenna activation, do not stick around. The sound pulse alerts nearby ARCs. Plan your extraction route before you trigger the final interaction so you are not scrambling.
